TERRORISM RISK INDEX: MEASURING AND MUTING THE POTENTIAL OF TERRORISM

Law No. 5 of 2018 states that terrorism is an act that uses violence or the threat of violence that creates an atmosphere of terror or widespread fear, which can cause mass casualties, and / or cause damage or destruction to strategic vital objects, living environments, public facilities, or international facilities with ideological, political or security disturbances.

Terrorism that occurred in Indonesia was ranked 42nd out of 130 countries based on the 2017 Global Terrorism Index (GTI) data. Based on the same source, GTI, the index value for Indonesia is 4.55 of 10. The greater the index value, then the country has an even greater impact of terrorism.

The threat incidents and terrorism attacks that occur in Indonesia at this time are still more reactive, meaning that counter-terrorism is still based on data obtained after the incident or post factum. This of course is still not optimal. Data and information before the incident should also be obtained in order to make a preventive policy so that victims and losses can be reduced.

The National Counterterrorism Agency (BNPT), an institution that is mandated to tackle terrorism in Indonesia, is working with the Central Statistics Agency (BPS) to obtain data and information on potential terrorism. The data is used to measure and map the threat of terrorism in the territory of Indonesia. The data that is later collected is also used to determine the Terrorism Risk Index.

The Terrorism Risk Survey is conducted by conducting direct interviews with selected stakeholders by survey officers who have previously been given training. Officer training is also carried out so that there are similarities in concepts and definitions. Officers were also provided with tips in carrying out data collection in the field. This is done to continue to maintain the quality of the data produced while ensuring quality so that the resulting policies can be effective and on target.
